Her sign was rather too English.  Was it before ASL was introduced?

@eyeh8nbc You're right, I think I can tag down the date where closed-caption decoders became mandatory in newer televisions 13" and larger. I think it was about 1993, about the same time the V-chip also became mandatory as well.

Closed-captioning started in 1980 (back then you had to buy a large external tuner with caption decoder to see them- there was a very small number of TVs with them built-in and they had to be special-ordered; it wasn't until the 90s that those became commonplace) Before, they would sometimes do 'open-captoined' broadcasts where the captions were right on the picture, I also remember particularly on PBS a circle in the corner of the screen with someone doing sign language (parodied in Airplane)
