Don't you mean COMPAQ?
I had a similar problem, on my recently-repaired computer. The Compaq Logo had little black lines on it, exclamation marks were on one bit (BIOS? DOS?) then Windows would tell me to use Startup Repair. If I didn't, it would boot up, but the progress bar would show signs of red then it will not boot to Vista.

Video card failure huh. Heres advice! GET A NEW ONE!
Let me ask you, can you still see the screen when the computer was booting up and checks for the memory (a fast jumping numbers counts toward a very large interger usually at your upper left part of the screen)? If there is no "error" printed on the screen indicating a memory error, it's 90% your VGA card problem, replace your VGA card.

Yeah I changed the video card and it worked out, the weird thing is that the other video card is integrated but oh well... it's working now :)
