Such a project would probably use more energy than the entire world currently has available. The generators on those dams wouldn't recover enough power to run the pumps, though it would help, but your real problem is that you have to build the system and pump (and desalinate) trillions of tons of water before you get a single watt from those dams.
I like that you're thinking big, but I'm afraid this is just unworkable.

it would work in a communist system though cause people wouldn't have to be paid real money, and the government could employ as many people as they need to help. but with all the bullshit that has happened and is happening in the so-called communist dictatorships, nobody would even think about actually thinking about anything that has communism in its name. it's gonna take at least a hundred years till people are over it and someone can form a democratic communism that will feed everyone...

i have a better idea, why not build a huge space ship and let half of the earth's population start new colonies on the moon and the mars and then pump then put the earth water in other space ships and fly it up there so everyone has enough place to live and enough water.
srsly, your system doesn't work. why? BECAUSE OF FUCKING MONEY!!! noone would ever invest in such a thing because you wouldn't really get any out of it. at least not in foreseable time.

look up saline water and cost of salt extraction from water. plus the evapouration will leave even more salt in the lake. this system would have to be huge!

an other but similar idea is to make long curvy rivers across the desert lands. turning the deserts into farms and harvesting machines driven by solar energy.
But we probably run into the same problem we have now, greed of the rich people.

Well it will be the Rich people that lose 100 of billions in beach front property as the sea levels rise,,, So maybe to protect their own entrust they will chose to move on idea like this but of course they would own the man made lakes and the grounds around them...,,,
