I think this is either late 80's or early nineties. Don is much older here than in the early 80's stuff that I have seen and he looks more similar to how I have seen him in 90's clips. I have a video of the guy in Europe from the early nineties to compare this with.
This is a great Don McLean song, from a few albums that weren't very good at all, imo. I've never seen this before. So what's up with the shades Don? Somebody beat you up before the show? :)

It does kind of spoil the irony when you can't really make out the difference between the tone of the words and the tone of the music, doesn't it?

A great song- shame this recording takes the life out of it... because musically (even if not lyrically) speaking it is such an 'upbeat' Track!!!
