I would like to make it quite clear - this program started before Obama became president and he has nothing to do with it, you should call it a Bush phone if you have to label it but that wouldn't be quite right either because the grants came in Clinton's time but then when you look deep into the whole program it goes a far back as 1984.

it is a pretty big waste of money but its not like they are getting iphones here. they get a tracfone and 68 free minutes a month. i mean its really not a lot but i agree it's unnecessary. Cell phone technology has become a need for most people just like gas for a car, so most people are going to have some kind of wireless communication no matter what kind of wages they make.
