It would show more honor and love for God's laws and His name by reporting these things thereby cleaning up the congregation and showing the world that JW's do not tolerate this type of behavior. It brings great shame on God's name when these things are covered up and later exposed when they should have been dealt with properly in the first place. The Governing Body and every Elder involved in covering this up will have to answer directly to God for their crimes & will it not go well for them

The Governing Body would have Witnesses believe that all should be in subjection to the "Superior Authorities" (their government in the lands they live in) who were placed in their positions by God. So by obeying the government and it's established laws one is ultimately obeying God. Unless of course the GB determines that obeying these laws might somehow bring reproach upon the Organization which bears God's name. This is double speak. This isn't love but rather an attempt to cover a crime.
