Thanks for the comments guys. I think the movie is actually called "Western Cyclone" and starred Buster Crab. From what I heard about this scene, the cowboy got his boots taken off by the old man so that he could perform an "indian fire torture" but couldn't bring himself to do it. That is when he finds out the guy is ticklish

I bought this movie and it goes straight from him being tied up to this scene. Unfortunately, you don't get to see the boots being pulled off :(
