To say it is not a Conservative Policy, coming from the Middle East, I can understand you thinking that. In the U.S. Conservative is preserving the Constitution. Here Conservativism is for "Freedom" In the Middle East, Conserving Sharia is "Oppressive" it is the opposite of Freedom. Being Liberal in the Middle East would be being a Jew or a Christian. Being Liberal here means something different then there.
