Havent seen the rest of the commentary yet but seems pretty good so far!
Very interesting that you think Scorched Earth is a nerf now, where I think it is a really nice buff. I think it allows him to chase to get those few dps hits after a dooms a hero and it also allows him to escape tight situations. Its nice to see how people have varying opinions :D

Yeah, I guess Scorched Earth's change can be seen as a nerf or a buff, since it does increase his ability to gank by himself, but it is definitely less useful in team battles, where before he would have that constant MS/AS bonus. But in my opinion, he is an important hero in team battles so I see it more as a nerf.
