The old woman wonders why they did not read the environmental impact study, they do not give them time to read it and besides they probably cannot read and write. Congress does not read over half the bills they pass and therefore cannot even discuss it coherently or discuss most anything coherently. Most of them are just paid to say yea or nay and vote accordingly, it's called corruption and most are within that group, they've justified it within their own minds so it's perfectly alright you see
