Well, not quite. The American Southwest -WAS- Mexico until 1848. Plus, Mexican culture was predominant in the region until the mid 20th century (in fact it still is). So burrito is very Mexican. It was created by Mexican people in (formerly) Mexican land (even if the border was pushed down several thousand miles in 1848).
