Gaius didn't step over the line. He changed his mind later on. During the last Raptor out, Lee watched him like a hawk and Gaius changed his mind and chose to stay behind there.

I smiled like a fool when Gaius proved he wasn't the cowered traitor everyone made him out to be and steeped over the line.

No one should feel obligated to join this mission in any way. This is a decision I have made for myself. I think the best bit for me was when Doc. Cottle volunteered, and Adama pushed him back with his sincerest thanks, but they couldn't afford to lose a doctor.
