Gaius didn't step over the line. He changed his mind later on. During the last Raptor out, Lee watched him like a hawk and Gaius changed his mind and chose to stay behind there.

I think the best bit for me was when Doc. Cottle volunteered, and Adama pushed him back with his sincerest thanks, but they couldn't afford to lose a doctor.
