It's more for being concealed when wheeling it into a lobby with security nazis. It's light enough to pick up by the handle and carry it like that. Adding the front rack actually allows it to be wheeled covered.

That showercap is the dumbest thing I ever saw. I guess it might keep chain grease from getting onto your clothes, but it prevents the bike from wheeling while failing to really enclose it. Worst of both worlds...
