I'd imagine that a lot of the problems stem from, well, the kind of problems that stem from being a child. While a 16 year old may be able to enter into a marriage contract with parental consent they may still have to be the age of 18 to enter into other binding contracts, like land ownership or even getting the electric turned on.
Maybe the history of the law was just to secure common property interests? I'm off to find out.

I feel sorry for the poor kids born into this...The girls are groomed to become bait for discusting old men right out of the womb, and then, at the ripe "old age" of 7 they are married off to 50+ old men. The boys are cast out when they get to be a certain age so there is little chance they get to be with a girl their own age. Sick, Sick, sick!!
