The hammer was completely down when he put the round into the chamber. Correct me if I am wrong please, but I thought the hammer needed to be at the first cock to load it.

Quigley does mention having brought his reloading equipment in the saddle bags. This movie was made by people who knew guns, ballistics and reloading.
Every year there is a Quigley long range shoot over in Montana I think with 19th century rifles. They attempt alot of these shots as seen in the movie, its pretty amazing.
