City spending has ballooned in the past three years. Toronto is spending $1.3 billion more a year now than when David Miller became mayor. Pitfield pledged to get city spending and taxes under control by:
- Ordering a complete independent audit of city finances, by a team of forensic accountants, to find out where every tax dollar has gone ... and to make this report public.
- By implementing zero-based budgeting, with all departments and agencies being required to demonstrate 'value for money' for each and every expenditure before being approved strictly enforcing a hiring freeze on all departments, other than police, fire and emergency services, thereby shrinking the city's workforce by natural attrition -- not by layoffs
• getting Toronto's business property taxes to parity with the 905 area in five years (not 15 years, which is what Miller says is the best he can do) in order to keep and attract jobs in Toronto
