Not only have records of his corruption been documented, but he also extends the reach of his goals to ridiculous, overly-optimistic levels, suggesting that he's either a political moron (for example, getting rid of any of those groups would cost substantial amounts of money) or a cold-hearted politician who panders to the interests of the common people, just to get a hold of their votes (I believe the latter is more likely true).
