Sometimes birth control fails, even if it is conscientiously used. Sometimes rape or incest causes pregnancy. Sometimes even by a step father or guardian - making parental consent laws wrong. Ultimately it's no one's business except the pregnant woman herself. She's the one who has the decision. She's the one who has to live with it. Religious morality has no place in public policy. Given that Roe v. Wade's days are probably numbered RHAPP is a prudent step that sends a real message.

Parental notification laws, various conditional abortion bans, restrictions on abortion are all incremental attempts to ban the procedure by degrees. Ultimately the choice of whether to continue a pregnancy or not is between a woman (or girl) and her doctor. No one - not even a parent - should have veto power. It's not a question of religion or morality. It's a question of fundamental rights of a woman over her own body.
