I see that you have the other rubber band hanging over the other. So it looks like one side is 2 rubbers bands, and the other side is one.

that's just the funny way it's cut. I've just made a tutorial video where I make one on the spot and talk through what I'm doing. I hope it'll shed a little more light on this and help more people understand.

You need to show as well how you do it as you are telling it, it is very hard to understand this video. i hope someone will send a video of this that i will understand.

I know what you mean. This was the best I could describe it without showing it, but I'll have to look for some better rubber bands and make a tutorial with a better cam as well. With the #32 bands like I showed in the vid I prolly only get one successful linked band out of about 6. So there's no way I'll attempt a tutorial until I find some better bands.

Great work.
There is a video with a guy cutting an ordinary rubber band using an ordinary pair of scissors(!).
Years ago I "reinvented" this effect using an inner tubing for bicycle tires. The idea was to cut one so it linked and one so you got two separate and then perform some kind of linking rings.

Yea that other video was where I learned this from. It wasn't very clear how it was done in that other vid tho, however it IS REALLY hard to explain. I'm not even sure if my video is any better.
