1 full year BEFORE 9/11, they said that "a new Pearl Harbor" would help them catalyze the changes to American foreign policy they wanted to see happen.
Gee, 1 year later (to the MONTH) and they got their wish. The document is called "Rebuilding America's Defenses", from Sept. 2000.
