OK, the problem was a float was stuck in the carburetor, causing fuel to dump eventually getting into the exhaust causing the white smoke. I didn't smell any fuel so at first I thought the smoke was water. I was also amazed the bike even ran now knowing fuel was pouring into the engine!

So rebuilt carb, adjusted valves and new cam tensioner and the bike now runs good again.
