Electrochromic film is milky white/matt originally, but if we add another extra black tint film on it, it will look black. But it will not change from clear to black, the black tint will be always there.

When it transitions to either black or clear does it need continuous power to keep it in one of these states, or is it a pulse of electricity that changes the state either one? Thank you for posting this BTW.
