The footage comes from a failed balloon launch at NASA's base in Palestine (TX). It occured on October 19, 1977.

The balloon was near to launch a Compton telescope made by a scientific team from Germany, when a tear developed on top of the balloon just before the launch vehicle picked up the payload.

The colapsed balloon falls on the launch pad in a "water fall" fashion. Really amazing to see.
