Yea the police and Riot control only use force after either theres too many too handcuff that are disobeying orders or if presented with violence. and in this video if there was audio and it showed back a little farther u would see the police telling them to move. because the police are supposed to defend, not attack unless needed. Hence the line formation.

If you accually watch the video the law inforcers protecting the delegates informed the protesters that they were going to take action if they didn't move out of the area

this protest group agreed that they wouldn't exceed one street and to protect the delegates the police moved the protesters back into the AGREED AREA OF PROTESTING
