For now I just switched to a Tomcat6 server

I am really excited about completing this tutorial, but I have run into a snag when trying to deploy on a Tomcat 7.0 server. I was able to deploy website.xml without any problem, but at the end of this tutorial, and after following directions, my server refuses to deploy publisher.xml.
Error deploying configuration descriptor publisher.xml
java.io.filenotfoundexception ... (Access is denied)
As far as I know, nothing changed between the deployments. Any ideas? Further information required?
