This is rather subjective. MEC1 lacked quality, and had many "random" features, it was designed from the idea of what units and structures could each faction use, it's a wrong gamedesign approach.
CWC... Yes, cwc is a good mod, but there are also people who dislike it. In terms of quality it was equal to MEC2 IMO.
