These marines are very badly instructed. They should be able to peacefully hold a crowd, without hurting or even killing people. Mobs that are under the idea that they will be hurt, will react in very predictable ways.
It was /no/ surprise these people could react violently if confronted with armed commandos. That is not terroristic, it is human. Fear can do that, and the army knows that. The commandos should have handled appropriately by retreating.
This was an army-provocated scenario, IMHO.
