It's wasn't black and white. Notice the color on the planet at the end of the video. However, the entire movie does display a very "gray scale" environment, which sets a unique mood.

And if he didn't, why didn't he try to fix it?

Also, if the exterior of the colony was made from glass, shouldn't some of the flying buildings have punctured it?
