  • I am sure the ticket or contract does not say that you can not pay fine in pennies so he should have taken it to court and showed that the city was in breach of their own illegal contract would have been funny to see the city rep. face when the judge order them to take the mans payment or throw it out all together.

  • @BlueFlame1365 If you want to be technical, a federal crime is only required to be enforced by a federal officer. An example would be California's legalization of pot. Thought it's a federal crime to possess it, the state recognizes it as legal. Therefore, while the feds would crack down on you in California, the state itself will look the other way.

    I'd say it's a similar case with a much smaller body of government.
