i keep missing #25. i hit the tree or i dont clear the building. any tips on where i should hit the ramp or how to ride faster?

This is one of the more difficult jumps in the game, I know.

As you can see if you take a close look at the ramp, it's positioned in an odd way, being slightly tilted. What I tried to do in the video is to first ride the bike close to the wall to the right and then turn slightly left as I get closer to the ramp. When I hit the ramp I try to lean back on the bike to launch into the air.

To make the bike go faster you should use the old "lean forward" technique (make Tommy lean forward on the bike). If you're not using this technique yet, it's done (in the PC version) by repeatedly (several times per second) pressing the "lean forward" key, which I think is ARROW UP. This increases the bike's acceleration.

In a jump like this though there a many things to think about to get it right, so it may take a few tries.

I found that I had to hold back a bit while doing that jump - if you drive too fast you're likely to not succeed in doing the one ramp jump that counts. Focus on getting into a good position after the first couple of ramps and then go for it!

Why did you use cheats? Your bike is 3X faster than normal. I know how to do the lean forward trick, but you, sir, have used cheats.

I can't do 25. I tried a dozen different strategies and I can't do it. Also, people who are wondering where he got that suit, you unlock it after buying the Pole Position.

but isn't pressing lean forward makes tommy stand up on a bike?

U have to press your "lean forward" button as fast as u cant(several times a second).
