if you have neak pain it could have many causes, some of which may be agrivated by these sorts of exersises. motor retraining exersises and streching is probably a better course of action for most

if we put weight on our head while doing the side to side exercise will it perform muscle. for example if we race cars will it be able help keep my head upright during high g force corners.

@spencerbaron121 i have a bulging disc.. spasms and shit.. my neck stretches and exercises aren't anywhere near this level

Pain will limit you, yet training within the "non-painful" ranges can still be acheived.
Have you consulted with a healthcare provider?

A painful neck would likely be aggravated by those exercises. Good sports exercises for non-symptomatic neck, but for a painful neck one should only strengthen the neck retractors and extensors, and include scapular region. Not flexion or sidebending.
