If you look carefully, it's his forefinger. You can clearly see his thumb off to the left of the finger and his forefinger fully extended. It is a signature move of his to point his forefinger in the air. Just watch it again, without beer this time.

The moral of the story is: When you give a thumbs up, move your arm up slowly, start with a fist, extend your thumb to the side, then rotate your hand into position. Otherwise it will be joked about and shown non networks which can't show "the finger," but extreme [whichever-party-you're-not]ists will use it to raise a stink.
