President Benigno S. Aquino III graced the awarding ceremonies of the Galing Pook Foundation, where ten local government units (LGUs) were cited for outstanding local governance programs in 2011.

In his speech, the President lauded the major contribution of the Local Government Units (LGUs) in the country in the government's crusade for a progressive Philippines. He then congratulated the eight finalists and ten awardees, and thanked the foundation and their partners from the government for spearheading the search for the exceptional LGUs in the country.

The awardees are Sarangani Province for designing the Justice Enhancement and Empowerment Program (JEEP) which aims to hasten the disposition of cases involving indigent litigants and involves the provision of a mobile court called the "Justice on Wheels; Misamis Oriental for promoting peace and development efforts in Sitio Lantad, a war zone in the 80's and was turned into a Special Agrarian Reform Community in 2007; Upi, Maguindanao for providing a better access to information through their Community e-Center (CeC); Zamboanga del Norte for promoting the welfare of the Subanen people, who suffered from various indignities and discrimination; Limasawa, Southern Leyte for reducing the malnutrition rate among pre-school and school children, and adults through an innovative nutrition plan; Alimodian, Iloilo for the construction of four new campuses in the municipality; Bohol Province for developing the Rabies Prevention and Elimination Program (BRPEP) to help eliminate rabies cases in the province; Maribojoc, Bohol which became the first LGU-led participant to the Department of Environment and Natural Resources' (DENR) Land Administration and Management Project II (LAMP2); Albay Province for achieving the major indicators of Millennium Development Goals; and Real, Gen. Nakar, Infanta and Panukalan, Quezon Province for its community-based mental health management.
