After the news of Vietnam television broadcast the case of Mr. Nguyen Lam Sau, who was arrested for 9 days by Dak Lak province's police, the he was temporary released, and almost 24 years, the case has not been prosecuted, the investigation has not been suspended, and he has not been vindicated. There have been many letters from central levels requesting Dak Lak PPC to solve the case definitely, but we do not understand why Dak Lak province's competence agencies have not issued any official decision so far!
Mr. Nguyen Lam Sau's close friends are the people from the North who volunteered to go to the Central Highlands to work since 1977, in his small house at 44 Nguyen Thi Dinh Street, Buon ma Thuot City, they are reviewing the articles regarding to his detention more than 24 years ago, everybody wants the case of Mr. Nguyen Lam Sau to be solved thoroughly, according to them, this is not only the laws are strictly enforced but also the prestige of the local authority with its people.
(Mr. Phan Xuan Hong): "The wrongdoings and the injustice case must be clearly proclaimed, Mr. Sau's citizenship rights and his loses in many years must be returned but these have not been done, the case should be solved, otherwise the authority will make people discredit".
(Mr. Nguyen Lan Dzung, NA deputy): "This responsibility belongs to the persons arrested him, these persons' liabilities must be prosecuted. To arrest a person, as you know (a Chinese saying) "one day in the jail is equal as one thousand autumns outside the jail", he was arrested and detained so, how many thousand autumns he suffered?. I think there must be a way to compensate for his loses".
Decree 47 dated on 3/5/1997 of the Government regulates clearly on the liabilities of the individuals, organizations on duty, according to Lawyer Pham Thanh Binh, Mr. Sau's case can be adjusted according to the regulations of this degree:
(Lawyer Pham Thanh Binh, Hong Ha Law Company): "Dak Lak police is the agency has the responsibilities to compensate the loses for Mr. Nguyen Lam Sau, in case that Mr. Nguyen Lam Sau and Dak Lak police cannot reach to agreement on the compensation degree (amount of money) and compensation items, Mr. Sau completely has the rights to take the case to the Dak Lak provincial civil Court to request the Court for judgment and defending his legal rights and benefits".
The letter No. 398 in 2009 of Dak Lak PPC also clearly stated: Dak Lak police must issue official letter to publicly apologize Mr. Nguyen Lam Sau as regulated by laws. However, Mr. Nguyen Lam Sau has not received any official apology letter. Public opinions are waiting for the drastic instructions of Dak Lak PPC as well as Ministry of Public Security to solve the case definitely.
