Its not dominance, its familiarity- grooming shows affection and well-being, (cats that aren't groomed are in serious psychological distress). Grooming another cat, (or lesser critter, like people), shows affection & affiliation- likewise, when you pet a cat, its like you're licking them.
I love how it immediately pacifies the dog. Its all part of his plan for world domination, naturally.
