You are kidding right?? I know he's not drunk but the Police can't let him go in this condition. He is a danger to himself and others! Initially when you see somebody present themselves like this man the initial assessment is Alcohol or drugs and a possible medical condition. They called for BLS to determine appropriate care and transport to a medical facility!

Dude was probably on horse tranquilizers(or something to that effect). I had a buddy take some a few years back, and he acted in a similar fashion. Kudos to the police for not being dicks.
