With absolutely no practical way of even beginning to activate this bill, it's going to be deemed a "long term plan" and fade into the sidelines for years and even decades. I have a friend whose wife has Breast Cancer and the medical bills are enormous. They have had to declare bankruptcy. Apparently medical bills will put you out on the street in this country!
