what is not criminal? for clarity sake, what i meant by criminal was speaking more to the situation as a whole. for example, a law was passed authorizing a fence that was to be hundreds and hundreds of fence, last i had heard they had built 3 feet...crime in the border towns and even some of the nearby cities is out of control....california is spending billions and billions they don't have on iligals--and the list goes on and on.
