That's interesting, I never considered Tony was leading him on the whole time. Though, I think initially, Tony was trying half-heartedly to keep him out of the game (he says, "I don't want to see you get hurt"). I think the only reason Scatino knew where the executive game was at was via Richie--Tony didn't know Richie was taking his action. However, once Scatino shows up at the game, Tony decides "why the hell not." It's like leading the fly right to the spider.
