thekiller0673 is correct about the dive reflex: as you descend your heart slows and your spleen releases more blood. The Arch is about 180 feet down, so William's MDR (the diving reflex) would really be kicking in. Another reason for the extra tanks is that that the scuba divers are probably breathing mixed gas, especially if they are trying to: 1) avoid nitrogen narcosis, and 2) have reserves for decompression.
