The bill, introduced by Chairman Ike Skelton (D-MO) and Ranking Member John McHugh (R-NY), overhauls the processes used by the Department of Defense to plan for, develop, and procure major weapons systems. The intent is to eliminate problems in the process that have caused consistent delays and major cost overruns in a number of critical programs. Congresswoman Giffords' two amendments create a requirement for a development planning standard and also require the input of warfighters in developing plans and requirements for weapons programs.
