On Nir Ben Jacob's site it's described as a scene from a film. But why not seeing it as a short film, too? Look at how it focuses on Laika. The children are excited about the space travel and surely charmed by the little "Soviet hero", but in the eyes of Laika there is just fear and frustration. A little dog can do nothing about a big dictatorship, but also won't let it manipulate her mind. Laika might had known what was going on, but couldn't to anything- she was just catapulted into the space.
