But i do not believe bush tried to stop 9/11

he sat on his ass reading a book to 2nd graders while 9/11 was happening his only excuse was he didnt want to scare the kids for 20 whole minutes he read a book about a goat while already people have started dying,burning,being crushed,falling off the tower is this the behavior of a leader?
