@DSkehan2004 He was created by Rob Liefeld as a 90s anti-hero version of Superman pretty much, which was not very popular, even in the 90s.
Then Rob let Alan Moore write Supreme and gave Moore permission to do whatever he wanted with the character. So Moore decided to use the character to do his own tribute to the light-hearted days of the silver-age Superman, which gained much critical acclaim.
