MUSA is the fairy of music, one of 7 main characters in "Winx Club", an Italian animated television series, produced by Rainbow S.p.A, english version by 4Kids Entertainment.
Her apparence to me is an asian (or chinese) girl, with a big, deep and sharp eyes. Being a music's fairy, her look must be atractive with red or dark pink tone like her fairy dress mixing with a cunning asian look.
As she's an animated character, I can't tell you exactly about her makeup, just inspired :)
P.s: This makeup works better with dark blue circle lens (well, I never get myself to wear those lens)
