For some reason, I didn't think to use setting powder between layers. Stupid me. I used a regular old concealer brush and Hard Candy Glamouflage, and set it with Bare Minerals mineral veil (I'm out of translucent powder, oops) using a stippling brush. Two layers or so and the black stars I have on my hands are gone. <3 Thank you.

@Aristes Oooooo Next time I go shopping I am going to pick up some of the Hard Candy Glamouflage I keep hearing really good things about it!
