I don't know about "common in America" but here in the Pacific NW (which is the only place I would claim to know about) it is not uncommon to have an older brother take on this chore if the father is not around (that could mean gone for good, or just on a trip for a few days). And smoking in the building that supplies the family's livelihood would be a job for the father and a strap...and if the father isn't around, then an older brother or even an uncle.

Terry says to Charles "Hear me good, I'll do anything to keep us together" (as he promised their mother) "I'll tan your hide every night boy, if that's what it takes" (To keep them together.) To any who are not from North America, "Tanning a hide" is a southern USA expression meaning to spank with a belt.

i don't know if anyody noticed it but after terry spanked his brother, charles didn't move a muscle out of position until terry was leaving even though he was mad at terry.
