Erie, Pennsylvania experienced a flood on June 30, 2009. This footage shows two flooded intersections on the west side of the city near the Liberty Plaza. So much rain fell (6 inches in 5 hours) that had it been snow, it would've been approximately four and a half feet! Erie city government and Millcreek supervisors declared a disaster emergency. Luckily, there were no reports of injuries, and the firefighters and EMT's did excellent jobs in rescuing folks who needed help in areas hit much harder than what this video shows.

I remember Erie Flooded in around 84 or 85, so much that my friends and I used a kayak in Reed Manufacturing parking lot at the loading dock. When We walked down to Frontier Park, water was rushing out of the tunnel 3 feet up from the top, it was surreal.
