As scary as people may find this, to me it represents democracy, overcoming adversity, and power over evil by embracing an object of fear (similar to Batman).

How does it represent democracy? The guy who created this wanted to differentiate his television company from the Soviet Communist broadcast interests. So he needed something that would stick with people. The mask is pretty much saying "F&*^ you Lenin!"
