A lot of production work went into this production which reinfoces librarian stereotypes. I suppose this is a case of beating a stereotype by acknowledging it and embracing it with humor.

I don't know, it's not all that bad! It was a deleted scene from a feature that came out to be quite humorous but didn't fit in the film.
